Central Intelligence Agency

The Central Intelligence Agency (CIA) is an external intelligence service of the U.S. Government, tasked with gathering, processing and analyzing national security information from around the world, primarily through the use of human intelligence (HUMINT). A component of the 17-member U.S. Intelligence Community (IC), CIA reports to the Director of National Intelligence.

Unlike the Federal Bureau of Investigation (FBI), which is an internal intelligence and security service, CIA has no domestic law enforcement function and is focused on overseas intelligence collection. As one of several IC members specializing in HUMINT operations, CIA serves as the national manager for coordination and deconfliction for HUMINT activities. Moreover, it is the only agency authorized to carry out and oversee covert action, unless the President finds that another agency is better suited for such operations.[6][7][8][9] It can, for example, exert foreign political influence through its tactical divisions, such as the Special Activities Division.[10]

In 2013, The Washington Post reported that CIA had the largest budget in the Intelligence Community, exceeding previous estimates.[3][11] The CIA has increasingly taken on offensive roles, including covert paramilitaryoperations.[3] One of its largest divisions, the Information Operations Center (IOC), has shifted focus from counter-terrorism to offensive cyber-operations.[12]

Several CIA activities have attracted criticism. They include nonconsensual human experimentsextraordinary renditionenhanced interrogation techniques (torture), targeted killingsassassinations and the funding and training of militants who would go on to kill civilians and non-combatants.[13][14][15]

 

Purpo

seWhen the CIA was created, its purpose was to create a clearinghouse for foreign policy intelligence and analysis. Today its primary purpose is to collect, analyze, evaluate, and disseminate foreign intelligence, and to perform covert actions.

According to its fiscal 2013 budget, the CIA has five priorities:[3]

The CIA has an executive office and five major directorates:

Executive Office

The Director of the Central Intelligence Agency (D/CIA) reports directly to theDirector of National Intelligence (DNI); in practice, the director deals with the DNI, Congress, and the White House, while the Deputy Director is the internal executive.

The Executive Office also support the U.S. military by providing it with information it gathers, receiving information from military intelligence organizations, and cooperating on field activities. The Executive Director is in charge of the day to day operation of the CIA, and each branch of the service has its own Director.[16] The Associate Director of military affairs, a senior military officer, manages the relationship between the CIA and the Unified Combatant Commands, who produce regional/operational intelligence and consume national intelligence.[17][18]

Directorate of Analysis

The Directorate of Analysis produces all-source intelligence investigation on key foreign and intercontinental issues relating to powerful and sometimes anti-government sensitive topics.[19] It has four regional analytic groups, six groups for transnational issues, and three focus on policy, collection, and staff support.[20] There is an office dedicated to Iraq, and regional analytical Offices covering the Near Eastern and South Asian Analysis, the Office of Russian and European Analysis, and the Office of Asian PacificAsian Pacific, Latin American, and African Analysis andAfrican Analysis.

Directorate of Operations

The Directorate of Operations is responsible for collecting foreign intelligence, mainly from clandestine HUMINT sources, and covert action. The name reflects its role as the coordinator of human intelligence activities among other elements of the wider U.S. intelligence community with their own HUMINT operations. This Directorate was created in an attempt to end years of rivalry over influence, philosophy and budget between the United States Department of Defense (DOD) and the CIA. In spite of this, the Department of Defense recently organized its own global clandestine intelligence service, the Defense Clandestine Service(DCS),[21] under the Defense Intelligence Agency (DIA).

This Directorate is organized by geographic regions and issues, but the precise present organization of this Directorate is classified.[22]

Directorate of Science and Technology

The Directorate of Science & Technology was established to research, create, and manage technical collection disciplines and equipment. Many of its innovations were transferred to other intelligence organizations, or, as they became more overt, to the military services.

For example, the development of the U-2 high-altitude reconnaissance aircraft was done in cooperation with the United States Air Force. The U-2's original mission was clandestine imagery intelligence over denied areas such as the Soviet Union.[23] It was subsequently provided with signals intelligence and measurement and signature intelligence capabilities, and is now operated by the Air Force.

Imagery intelligence collected by the U-2 and reconnaissance satellites was analyzed by a DS&T organization called the National Photointerpretation Center (NPIC), which had analysts from both the CIA and the military services. Subsequently, NPIC was transferred to the National Geospatial-Intelligence Agency (NGA).

Directorate of Support

  • The Office of Security
  • The Office of Communications
  • The Office of Information Technology

Training

The CIA established its first training facility, the Office of Training and Education, in 1950. Following the end of the Cold War, the CIA's training budget was slashed, which had a negative effect on employee retention.[24][25] In response, Director of Central Intelligence George Tenet established CIA University in 2002.[24][26] CIA University holds between 200 and 300 courses each year, training both new hires and experienced intelligence officers, as well as CIA support staff.[24][25] The facility works in partnership with the National Intelligence University, and includes the Sherman Kent School for Intelligence Analysis, the Directorate of Analysis' component of the university.[26][27][28]

For later stage training of student operations officers, there is at least one classified training area at Camp Peary, nearWilliamsburg, Virginia. Students are selected, and their progress evaluated, in ways derived from the OSS, published as the book Assessment of Men, Selection of Personnel for the Office of Strategic Services.[29] Additional mission training is conducted at Harvey PointNorth Carolina.[30]

The primary training facility for the Office of Communications is Warrenton Training Center, located near Warrenton, Virginia. The facility was established in 1951 and has been used by the CIA since at least 1955.[31][32]

Budget

Details of the overall United States intelligence budget are classified.[3] Under the Central Intelligence Agency Act of 1949, the Director of Central Intelligence is the only federal government employee who can spend "un-vouchered" government money.[33] The government has disclosed a total figure for all non-military intelligence spending since 2007; the fiscal 2013 figure is $52.6 billion. According to the 2013 mass surveillance disclosures, the CIA's fiscal 2013 budget is $14.7 billion, 28% of the total and almost 50% more than the budget of the National Security Agency. CIA's HUMINT budget is $2.3 billion, theSIGINT budget is $1.7 billion, and spending for security and logistics of CIA missions is $2.5 billion. "Covert action programs", including a variety of activities such as the CIA's drone fleet and anti-Iranian nuclear program activities, accounts for $2.6 billion.[3]

There were numerous previous attempts to obtain general information about the budget.[34] As a result, it was revealed that CIA's annual budget in Fiscal Year 1963 was US $550 million (inflation-adjusted US$ 4.2 billion in 2015),[35] and the overall intelligence budget in FY 1997 was US $26.6 billion (inflation-adjusted US$ 39.1 billion in 2015).[36] There have been accidental disclosures; for instance, Mary Margaret Graham, a former CIA official and deputy director of national intelligence for collection in 2005, said that the annual intelligence budget was $44 billion,[37] and in 1994 Congress accidentally published a budget of $43.4 billion (in 2012 dollars) in 1994 for the non-military National Intelligence Program, including $4.8 billion for the CIA.[3] After the Marshall Plan was approved, appropriating $13.7 billion over five years, 5% of those funds or $685 million were made available to the CIA.[38]

Federal Bureau of Investigation

The Federal Bureau of Investigation (FBI) is the domestic intelligence and security service of the United States, which simultaneously serves as the nation's prime Federal law enforcement organization. Operating under the jurisdiction of the U.S. Department of Justice, FBI is concurrently a member of the U.S. Intelligence Community and reports to both the Attorney General and the Director of National Intelligence.[2] A lead U.S. counterterrorism,counterintelligence, and criminal investigative organization, FBI has jurisdictionover violations of more than 200 categories of federal crime.[3]

Although many of FBI's functions are unique, its activities in support of national security are comparable to that of the British MI5 and the Russian FSB. Unlike the Central Intelligence Agency (CIA), which has no law enforcement authority and is focused on intelligence collection overseas, FBI is primarily a domestic agency, maintaining 56 field offices in major cities throughout the United States, and more than 400 resident agencies in lesser cities and areas across the nation. At an FBI field office, a senior-level FBI officer concurrently serves as the representative of the Director of National Intelligence (DNI).[4][5]

Despite its domestic focus, FBI also maintains a significant international footprint, operating 60 Legal Attache (LEGAT) offices and 15 sub-offices inU.S. embassies and consulates across the globe. These overseas offices exist primarily for the purpose of coordination with foreign security services and do not usually conduct unilateral operations in the host countries.[6] It is of note that FBI can and does at times carry out secret activities overseas,[7] just as the CIA has a limited domestic function; these activities generally require coordination across government agencies.

FBI was established in 1908 as the Bureau of Investigation (BOI). Its name was changed to the Federal Bureau of Investigation (FBI) in 1935. The FBIheadquarters is the J. Edgar Hoover Building, located in Washington, D.C.

Budget, mission and priorities

In the fiscal year 2012, the bureau's total budget was approximately $8.12 billion.[8]

The FBI's main goal is to protect and defend the United States, to uphold and enforce the criminal laws of the United States, and to provide leadership and criminal justice services to federal, state, municipal, and international agencies and partners.[3]

Currently, the FBI's top priorities are:[9]

  1. Protect the United States from terrorist attacks
  2. Protect the United States against foreign intelligence operations and espionage
  3. Protect the United States against cyber-based attacks and high-technology crimes
  4. Combat public corruption at all levels
  5. Protect civil rights

History

Background

In 1896, the National Bureau of Criminal Identification was founded, which provided agencies across the country with information to identify known criminals. The 1901 assassination of President McKinley created an urgent perception that America was under threat from anarchists. The Department of Justice and the Department of Labor had been keeping records on anarchists for years, but President Theodore Roosevelt wanted more power to monitor them.[10]

The Justice Department had been tasked with regulating interstate commerce since 1887, though it lacked the staff to do so. It had made little effort to relieve its staff shortage until the Oregon land fraud scandal erupted around the start of the 20th century. President Roosevelt instructed Attorney General Charles Bonaparte to create an autonomous investigative service that would report only to the Attorney General.[11]

Bonaparte reached out to other agencies, including the Secret Service, for personnel, investigators in particular. On May 27, 1908, Congress forbade this use of Treasury employees by the Justice Department, citing fears that the new agency would serve as a secret police.[12] Again at Roosevelt's urging, Bonaparte moved to organize a formal bureau of investigation with its own staff of special agents.[10]

Creation

The Bureau of Investigation (BOI) was created on July 26, 1908, after Congress had adjourned for the summer.[10] Attorney General Bonaparte, using Department of Justice expense funds,[10] hired thirty-four people, including some veterans of theSecret Service,[13][14] to work for a new investigative agency. Its first chief (the title is now known as director) was Stanley Finch. Bonaparte notified Congress of these actions in December, 1908.[10]

The bureau's first official task was visiting and making surveys of the houses of prostitution in preparation for enforcing the "White Slave Traffic Act," or Mann Act, passed on June 25, 1910. In 1932, it was renamed the United States Bureau of Investigation. The following year it was linked to the Bureau of Prohibition and rechristened the Division of Investigation (DOI) before finally becoming an independent service within the Department of Justice in 1935.[13] In the same year, its name was officially changed from the Division of Investigation to the present-day Federal Bureau of Investigation, or FBI.

The Director of the BOI, John Edgar Hoover, was an FBI Director who served from 1924–1972, a combined 48 years with the BOI, DOI, and FBI. He was chiefly responsible for creating the Scientific Crime Detection Laboratory, or the FBI Laboratory, which officially opened in 1932, as part of his work to professionalize investigations by the government. Hoover was substantially involved in most major cases and projects that the FBI handled during his tenure. After Hoover's death, Congress passed legislation that limited the tenure of future FBI Directors to ten years.

During the "War on Crime" of the 1930s, FBI agents apprehended or killed a number of notorious criminals who carried out kidnappings, robberies, and murders throughout the nation, including John Dillinger"Baby Face" NelsonKate "Ma" BarkerAlvin "Creepy" Karpis, and George "Machine Gun" Kelly.

Other activities of its early decades included a decisive role in reducing the scope and influence of the Ku Klux Klan. Additionally, through the work of Edwin Atherton, the FBI claimed success in apprehending an entire army of Mexican neo-revolutionaries along the California border in the 1920s.

Hoover began using wiretapping in the 1920s during Prohibition to arrest bootleggers.[15] In the 1927 case Olmstead v. United States, in which a bootlegger was caught through telephone tapping, the United States Supreme Court ruled that FBI wiretaps did not violate the Fourth Amendment as unlawful search and seizure, as long as the FBI did not break into a person's home to complete the tapping.[15] After Prohibition's repeal, Congress passed the Communications Act of 1934, which outlawed non-consensual phone tapping, but allowed bugging.[15] In the 1939 case Nardone v. United States, the court ruled that due to the 1934 law, evidence the FBI obtained by phone tapping was inadmissible in court.[15] After the 1967 case Katz v. United States overturned the 1927 case that had allowed bugging, Congress passed the Omnibus Crime Control Act, allowing public authorities to tap telephones during investigations as long as they obtain a warrant beforehand.[15]

National security

Beginning in the 1940s and continuing into the 1970s, the bureau investigated cases of espionage against the United States and its allies. Eight Nazi agents who had planned sabotage operations against American targets were arrested, and six were executed (Ex parte Quirin) under their sentences. Also during this time, a joint US/UK code-breaking effort (the Venona project)—with which the FBI was heavily involved—broke Soviet diplomatic and intelligence communications codes, allowing the US and British governments to read Soviet communications. This effort confirmed the existence of Americans working in the United States for Soviet intelligence.[16] Hoover was administering this project but failed to notify the Central Intelligence Agency (CIA) until 1952. Another notable case is the arrest of Soviet spy Rudolf Abel in 1957.[17] The discovery of Soviet spies operating in the US allowed Hoover to pursue his longstanding obsession with the threat he perceived from theAmerican Left, ranging from Communist Party of the United States of America (CPUSA) union organizers to American liberals.

Japanese American internment

In 1939, the Bureau began compiling a custodial detention list with the names of those who would be taken into custody in the event of war with Axis nations. The majority of the names on the list belonged to Issei community leaders, as the FBI investigation built on an existing Naval Intelligence index that had focused on Japanese Americans in Hawaii and the West Coast, but many German and Italian nationals also found their way onto the secret list.[18] Robert Shivers, head of the Honolulu office, obtained permission from Hoover to start detaining those on the list on December 7, 1941, while bombs were still falling over Pearl Harbor.[19] Mass arrests and searches of homes (in most cases conducted without warrants) began a few hours after the attack, and over the next several weeks more than 5,500 Issei men were taken into FBI custody.[20] On February 19, 1942, President Franklin Roosevelt issued Executive Order 9066, authorizing the removal of Japanese Americans from the West Coast. FBI Director Hoover opposed the subsequent mass removal and confinement of Japanese Americans authorized under Executive Order 9066, but Roosevelt prevailed.[21] The vast majority went along with the subsequent exclusion orders, but in a handful of cases where Japanese Americans refused to obey the new military regulations, FBI agents handled their arrests.[19] The Bureau continued surveillance on Japanese Americans throughout the war, conducting background checks on applicants for resettlement outside camp, and entering the camps (usually without the permission of War Relocation Authority officials) and grooming informants in order to monitor dissidents and "troublemakers." After the war, the FBI was assigned to protect returning Japanese Americans from attacks by hostile white communities.[19]

Civil-rights movement

During the 1950s and 1960s, FBI officials became increasingly concerned about the influence of civil rights leaders, whom they believed had communist ties or were unduly influenced by them. In 1956, for example, Hoover sent an open letter denouncing Dr. T.R.M. Howard, a civil rights leader, surgeon, and wealthy entrepreneur in Mississippi who had criticized FBI inaction in solving recent murders of George W. LeeEmmett Till, and other blacks in the South.[22] The FBI carried out controversial domestic surveillance in an operation it called the COINTELPRO, which was short for "COunter-INTELligencePROgram."[23] It was to investigate and disrupt the activities of dissident political organizations within the United States, including both militant and non-violent organizations. Among its targets was the Southern Christian Leadership Conference, a leading civil rights organization with clergy leadership.[24]

The FBI frequently investigated Martin Luther King, Jr. In the mid-1960s, King began publicly criticizing the Bureau for giving insufficient attention to the use of terrorism by white supremacists. Hoover responded by publicly calling King the most "notorious liar" in the United States.[26] In his 1991 memoir, Washington Postjournalist Carl Rowan asserted that the FBI had sent at least one anonymous letter to King encouraging him to commit suicide.[27] Historian Taylor Branch documents an anonymous November 1964 "suicide package" sent by the Bureau that combined a letter to the civil rights leader telling him "You are done. There is only one way out for you..." with audio recordings of King's sexual indiscretions.[28]

In March 1971, the residential office of an FBI agent in Media, Pennsylvania was burglarized by a group calling itself the Citizens' Commission to Investigate the FBI. Numerous files were taken and distributed to a range of newspapers, including The Harvard Crimson.[29] The files detailed the FBI's extensive COINTELPRO program, which included investigations into lives of ordinary citizens—including a black student group at a Pennsylvania military college and the daughter of CongressmanHenry Reuss of Wisconsin.[29] The country was "jolted" by the revelations, which included assassinations of political activists, and the actions were denounced by members of Congress, including House Majority Leader Hale Boggs.[29] The phones of some members of Congress, including Boggs, had allegedly been tapped.[29]

Kennedy's assassination

When President John F. Kennedy was shot and killed, the jurisdiction fell to the local police departments until PresidentLyndon B. Johnson directed the FBI to take over the investigation.[30] To ensure clarity about responsibility for investigation of homicides of federal officials, Congress passed a law that put investigations of deaths of federal officials within FBI jurisdiction.

Organized crime

In response to organized crime, on August 25, 1953, the FBI created the Top Hoodlum Program. The national office directed field offices to gather information on mobsters in their territories and to report it regularly to Washington for a centralized collection of intelligence on racketeers.[31] After the Racketeer Influenced and Corrupt Organizations Act, or RICO Act, took effect, the FBI began investigating the former Prohibition-organized groups, which had become fronts for crime in major cities and small towns. All of the FBI work was done undercover and from within these organizations, using the provisions provided in the RICO Act. Gradually the agency dismantled many of the groups.
